If you are looking in Montclair area (94611) for under $400,000 you won’t find anything unless you increase the criteria to at least $600,000. Even this gives you just 3 results.
Under $400,000 in Rockridge, Hiller Highlands neighborhoods (94618) - again, 0 results unless you are increase the maximum to at least $600,000 - but just 1 result in that range ($0-$600,000).

You’ll have more luck in East and West Oakland. Under $400,000 results in hundreds of listing, however, this isn’t unexpected for East and West Oakland where the Median Sales Prices by zip code are:
94603:$305,100
94607: $365,476
94621: $300,000

Looking  a little lower at homes for under $100,000 you’ll find 5 homes for sale. The majority of those  “Bank Owned, Short Sales or Going to Foreclosure”.
